            Had a phone call from Heather MARTIN.  She is at MCU, and Insp. LATHEM is in Ottawa on business (unknown nature).  He apparently contacted her to ask me to fax to her a copy of SIEVZERT’s rule.  This is the key reason for the AES testing, ANDERSON bases his theory on it, and it relates directly to the magnesium presence.  She is going to fax the material to him.  So, it seems that he needs the information, and there would seem to be little reason for it unless there was a meeting going on, possibly regarding the future of our investigation on this file.  So, I sent off a copy of the material as it appears in my report for 99-11-24. 

(Clarification:)    This meeting could only have been for the purposes of informing the new Commissioner.  Zackerdelli had been the initial OIC of the investigation when he was Deputy Commissioner and the CO of 'HQ' Division.  He then left for another position, only to become the Commssioner on 00 SEP 02.  With what transpires after this date, major decisions were made in cooperation with the TSB to overcome any requirement for a criminal investigation, and those decisions could only have been made by the Commissioner along with a very senior member of the TSB.
