02-02-13          AOL    Phone call from Sue KAVANAUGH of St. John’s financial section this morning advising that she had just received the 1393’s this morning, faxed over, and that the two cheques are coming by priority post.  She has contacted American Express.  So I should have them by Friday.  It seems that they could/would not be signed by Insp. LATHEM until the receipts were on the desk beside the 1393’s. 

(Clarification:)  Two and a half months those forms sat on someone's desk, either Tanner's, Lathem's, and Neil Fraser's.  Meanwhile, it was affecting my personal credit rating by not having the money to make the payments.  What's more, there was no recourse of action for me except to ask where the checques were.  But of course, no one held them up on purpose, as that would be an abuse.  The cheques won't arrive until the 15th.
